[ Children travelling with their parents ]
If you are applying for a visa for a child under the age of 18 years who is travelling with both parents, it must be clear that travel as a family is intended otherwise consent from both parents is required. It is therefore preferable for all members of the family to apply for their visas at the same time.
If you are applying for a visa for a child under the age of 18 years and that child will NOT be accompanied by both parents, evidence that the non-accompanying parent or parent's consent to the child leaving Hong Kong will be required.
Acceptable evidence of consent includes:

a letter from the non-accompanying parent or parents together with verification of signature by comparison with an official identity document; |

a court order in relation to custody provided the order grants specific permission to remove the child from Hong Kong without any other person's consent. Where the order requires the consent of the court or any other person, then that consent must be obtained before a visa may be issued. |
If you are unable to obtain consent for the child to travel from the other parent, please provide a written statement about why you are unable to obtain consent. The Visa Office will consider this information of a case-by-case basis.
